Dr. Meger Chappell

Dr. Meger D. Chappell, CAPT, USN (Ret.), serves as the Chief Operating Officer of Chappell & Chappell Consulting and Mediation Professionals, LLC, headquartered in Orange Park, Florida. Dr. Chappell is a Department of the Navy Mediator and a certified Civil Circuit, Supreme Court, County, and Family Mediator in the State of Florida, with extensive experience facilitating the resolution of complex disputes. In addition, he serves as a Financial Industry Regulatory Authority (FINRA) Public Arbitrator, bringing a balanced, principled approach to the resolution of financial and business-related disputes. Through his work, Dr. Chappell has successfully mediated numerous civil, family, and Department of the Navy cases, demonstrating a strong commitment to fair, efficient, and constructive conflict resolution.

During his distinguished military career, Dr. Chappell held numerous senior leadership positions in the United States Navy. Notably, he served as the Commanding Officer of the guided-missile destroyer USS Roosevelt (DDG-80) and later as Commodore of Destroyer Squadron Four Zero and Task Force Four Five, where he oversaw maritime operations and counter–illicit trafficking missions. His leadership responsibilities included directing complex multinational operations, managing large teams, and coordinating strategic initiatives in dynamic operational environments.

Dr. Chappell’s professional experience is complemented by an extensive academic background. He holds multiple graduate degrees, including master’s degrees in Management, Military Operational Art and Science, Human Resources Management, and Negotiation and Conflict Resolution, as well as an MBA, a Juris Master, a Ph.D. in Business Administration, and a Doctor of Law. In addition to his consulting and mediation work, Dr. Chappell serves as an Associate Professor of Alternative Dispute Resolution and Dissertation Chair at National University’s School of Law and Public Service and as the Business Department Chair at Trinity College of Jacksonville, where he continues to mentor and develop the next generation of business and policy leaders.
